Responsibilities

County District and Town Council functions

There is a three tier system of local government in Norfolk, the County Council and the 7 district and borough councils. Generally, the county council is responsible for the more strategic functions and services such as education and social care whereas the districts and boroughs provide more local services. Some functions are shared between County and District.

County Council’s responsibilities

  • Birth, marriage and death registration
  • Education
  • Fire
  • Highways – including on-street parking, traffic management, and street lighting
  • Libraries
  • Recreation, arts and museums
  • Social care
  • Strategic planning
  • Trading standards
  • Transport
  • Waste disposal

  • Collection of council tax and non-domestic rates
  • Environmental health

Parish Council responsibilities

Norfolk also has a number of Parish & Town Councils. They have differing responsibilities. Parish Council has responsibility for:

  • Allotment site at Bush Road
  • Parish Council owned recreational areas (Hellesdon Recreational Ground and amenities, Cottinghams Park, Meadow Way, Mountfield Park)
  • Hellesdon Community Centre
  • War memorial
  • Consultees on planning matters

NORFOLK COUNTY COUNCIL proposes to make a Temporary Traffic Regulation Order (NTRO7121) affecting the 1) A1067 Drayton High Road from 50m west of its junction with Taverham Road for 20m eastwards; 2) C480 Low Road from its junction with A1067 for 30m southwards ; 3) C162 Costessy Road from its junction with A1067 for 50m south-westwards; and 4) C172 Taverham Road from its junction with A1067 for 40m eastwards in the PARISH OF DRAYTON to facilitate carriageway resurfacing works.
